To achieve greatest impact, initiatives to strengthen asylum capacity must be grounded in an evidence-based assessment of the strengths and weaknesses of the system. Creating this evidence base is the reason for the creation of this Asylum Capacity Self-Assessment Tool. Using best practice methodologies, the Tool supports asylum authorities, in coordination with relevant stakeholders, to undertake an assessment of the capacities, strengths and weaknesses of the national asylum system. Such an assessment can serve as the foundation for the development of a capacity development response, which, in turn, leads to enhanced quality and effectiveness of the asylum system.
